from second half of 2023import taxes for electric vehicles will return to Brazilian consumers. The tax has not been applied since 2015; however, negotiations between the government and representatives Abeifa, which unites eleven companies in the segment, point to the specified path. The rates applied to hybrid models, which range from 2% to 4%, will increase from the second half of this year.

Joao Oliveira, president of Abeifa, says the government has proposed a phased reintroduction of the tax. This would mean a 2% increase for battery electric vehicles (BEV), 4% for hybrid vehicles (GEM This PGEM) and, last but not least, 7% for 48V mild hybrid vehicles (MVEM). This is the rate applied to imported internal combustion vehicles, excluding vehicles assembled in countries with which Brazil has trade agreements such as Mexico And Argentina.

Oliveira indicates: “We advocate a gradual rewrite so that the market and companies adjust as the Brazilian consumer’s interest in these new technologies grows until it reaches a point where volume growth can justify local production. Despite zero tax on imports since 2015, Abeifa’s president points out that this was not the only factor influencing the increase in sales of electric vehicles in the country:

“Of course the zero-tariff helped speed up sales, but it’s a decision companies will make anyway because headquarters are becoming 100% EV-focused manufacturers. In a few more years, there will be no imported cars with internal combustion engines.”
