Development of ChatGPT competitor marred by haste, ethics and security concerns
China’s Cyberspace Authority this month unveiled proposed rules for what it calls generative artificial intelligence, software systems like ChatGPT that can formulate text and images in response to user questions and suggestions.
The rules require companies to abide by the Chinese Communist Party’s strict censorship rules, and websites and apps must avoid posting material that tarnishes the reputation of China’s leaders or revives a banned story. The content of AI systems will need to reflect “core socialist values” and avoid information that undermines “state power” or national unity.
Companies will also need to ensure that their chatbots create true words and images and respect intellectual property, and must register their algorithms – the minds behind chatbots – with regulatory authorities.
The rules are not final and regulators may continue to change them, but experts say engineers developing AI services in China are already looking for ways to build orders into their products.
Governments around the world have been overwhelmed by the power of chatbots, with results ranging from disturbing to harmless. Artificial intelligence has been used to pass university exams and create a fake photo of Pope Francis in a fluffy coat.
In China, investors and entrepreneurs are looking to catch up. Shares of Chinese AI companies have soared. Some of China’s biggest tech companies, including e-commerce giant Alibaba, facial recognition software SenseTime, and search engine Baidu, have made impressive claims. At least two startups developing Chinese alternatives to OpenAI technology have raised millions of dollars.
ChatGPT is not available in China. But faced with a growing number of domestic alternatives, China has quickly put forward its red lines for artificial intelligence, ahead of other countries that are still considering regulating chatbots.
