The Ukrainian government’s computer emergency response team, CERT-UA, monitors the activities of more than 80 hacker groups, most of them groups from the Russian Federation, 90% of whom are members of the Russian military.

State Special Forces spokesman Volodymyr Kondrashov said this in the broadcast of the “Edyny Novyny” telethon, Ukrinform reported.

“Where do the attacks come from? The state computer emergency response team CERT-UA, operating in the mode of manual prevention, detection and response of cyber attacks, cyber incidents, monitors the activities of more than 80 groups, most of them hacker groups from the Russian Federation and such “90% of the members of the hacker groups – these are the Russian army. So we see that Russia is using the same tactics in the conventional battlefield in cyberspace, that is, trying to attack civilian infrastructure,” he said.

Kondrashov noted that in the first four months of this year, in manual mode only, the CERT-UA team had repulsed and processed 700 cyber incidents, of which a third were attacks against government agencies. Thus, he noted that 151 attacks and cyber incidents were committed in April, 54 of which were against the authorities. This is 2.5 times the number of attacks against the security and defense forces sector.

In addition, a spokesperson for the State Intelligence Agency reported that in April the systems automatically blocked 24 million cyberattacks, 23 million of which were scans.

Kondrashov emphasized that although there has been a certain decrease in the number of attacks in this or that sector, the systematicity, complexity and intensity of these attacks is very high and the main target is civilian infrastructure, commercial structures, authorities and every citizen.

He also stressed that in most cases, attackers were unable to achieve their strategic goals.

“The fact that our systems are working is an example of our stability and ability to resist the enemy,” said a spokesperson for the State Intelligence Service.

Kondrashov added that at the same time, the stability of Ukraine is ensured through international partnership.

“It is not possible to be protected alone in a global world. You can only be protected collectively. It is our main task to build a common collective cyberspace of a protected world, and we cooperate with all civilized countries, including the USA, UK and EU countries, to establish cooperation,” he said.

As reported by Ukrinform, the Cabinet approved the Procedure for responding to cyber incidents and cyber attacks.
