There were ‘serious violations’ of human rights during anti-Boluarte protests in Peru: IACHR

The Inter-American Commission on Human Rights (IACHR), in its latest report on the political crisis in Peru, concluded that “serious violations” of human rights were committed during protests against President Dina Boluarte.

The report analyzed episodes of violence and police repression which were committed during the protests that took place between December 7on the same day that former President Pedro Castillo was fired and imprisoned and January 23, especially in the cities of Ayacucho and Puno.

In the case of Ayacucho, the IACHR argues that these “serious violations” of human rights should be investigated in “ethno-racial approach” and that, since they were committed by agents of the State, the deaths that occurred can be characterized as “extrajudicial executions”.

At least ten people died in Ayacucho. An autopsy revealed that they all died from shots from firearms aimed at the chest, stomach and head. “Given the circumstances, time and place, they can be classified as a massacre,” IACHR stressed in its report, according to Peruvian media.

The IACHR indicated that the reaction of the state forces was uneven and that there were several episodes of excessive use of force. Thus, in Lima, Ica, Arequipa and Cuzco, “the reaction of the state was characterized disproportionate, indiscriminate and lethal use of force.”

Commission recommended agreed decision out of this new political crisis in Peru and the government to create the necessary mechanisms to investigate these facts and fully compensate the victims.

On the occasion of the impeachment and arrest of former President Castillo, on December 7, thousands of people took to the streets to protest against the new government led by Dina Boluarte. repression mobilization remained close to 60 people died among them a policeman, almost a thousand wounded and dozens of detainees.
