Deputy Speaker of the State Duma Vladislav Davankov announced that a bill from a group of deputies who fearlessly took up arms against a fine of 500 rubles for a driver for forgetting “duties” at home has been sent to the government of Russia for review.

– Motorists who are fined for forgetting at home turn to me en masse. Any traffic cop can check driving license online within a minute. And from 1 March rights can be offered electronically. But drivers are still fined for forgetting their driver’s license at home. It is not clear why people are forced to carry around a stack of documents as we strive for digitization. We are submitting a bill to the government for approval, which will remove fines for drivers who forgot their rights or OSAGO policies at home,” Davankov said.

Recall that Article 12.3 of the Code of Administrative Offenses for driving a vehicle by a driver who does not have a driver’s license or an OSAGO policy is subject to a warning or a fine of 500 rubles. Indeed, in some regions, for example, in Moscow, each patrol officer has the opportunity to “break” the data of the driver he stopped in a matter of seconds and make sure that he really has valid “rights”.

Mr. Davankov apparently does not take into account that, for example, in a remote village somewhere in the north of Vologda Oblast, even ordinary mobile communication does not work properly. And it may not be possible for a local traffic cop to quickly verify the existence of a forgotten home or electronic “rights” for a driver. Well, what kind of digitization can we talk about here?! That is, when in any bearish corner of our country a local traffic cop will have a service “tablet” and a reliable connection at his disposal, then it will be possible to interpret the cancellation of the fine for “duties” forgotten at home.
