Section 23.2 of the SDA says that “the driver has an obligation to check the placement, attachment and condition of the load to prevent it from falling and interfering with traffic.” That is, according to the letter of the law, while the car is moving, the load must not get under the brake pedal, lie under the windshield, block the driver’s view, or stick his drooling snout in his elbow, persistently demand that he is scratched behind his ear. The cargo, whether it is alive at least three times and practically a relative, must be securely fastened during the journey. This is easiest to arrange by placing the animal in a carrying cage.
This is the easiest thing to do with cats. And the size of many dog breeds requires the use of cages, which don’t fit every SUV. In the absence of “lattices”, the animal must be securely fastened in some place in the cabin by tying its leash, for example, to the headrest of the chair. If you ignore this requirement (as the vast majority of dog and cat owners do), the driver will be fined under art. 12.21 of the Code of Administrative Offenses for violation of the rules of transport of goods – 500 ₽ A trifle, but unpleasant. And why do traffic police officers give an extra reason to file a report?
