The Ministry of the Interior has published a version of the traffic police regulations, which have been amended for the third time in a row. The current document has been in use since 2017, according to the AvtoVzglyad portal.

The Ministry of Internal Affairs has been trying for years to change the existing regulations for the work of the State Traffic Inspectorate of the Russian Federation. And each new edit of this document consistently brings up a whole list of unpleasant surprises for a thoughtful motorist reader. It is clear that the version of the “regulation” again presented to an honest public was written primarily to comply with the new wording that appeared in the Russian law “On Police” a few months ago.

In particular, we are talking about the right now granted to workers to open citizens’ cars, as they say “without trial or examination”, based on data of approximately the same order as the “proletarian instinct” that was born more than 100 years ago in Russia. New powers to open villains’ cars – it’s okay: this doesn’t happen very often. But anything to do with the infamous “technical inspection” threatens anyone traveling on the country’s roads.

Take, for example, paragraph 79 of the proposed version of the regulation. It defines the procedure for checking the technical condition of the car by the inspector of the traffic police on the road!

So the main measuring tool for determining the demand for technical inspection (it seems that it has been canceled for cars!) is officially assigned to a “device” called a police eye. It is the “eye diamond” that is supposed to detect malfunctions in passing vehicles. And then, according to the rules of the new edition of the “regulations”, all other, no less precise, senses of the traffic cop come into play. The document requires that he carry out a technical inspection of the vehicle according to the “organoleptic method”.

Determine the exact “degree” of steering play – apparently by touch. And the identification of the type of liquid dripping under the car will presumably have to be done by the police using personal taste buds on the tongue – so organoleptically and for sure! Notably, the latest version of the regulation includes wording that actually allows traffic police officers to place so-called “human shields” on drivers to prevent violators from being concealed.

Judge yourself. Here is what is said about this in paragraph 62: “forced stopping of a vehicle can be performed … … by temporarily restricting or prohibiting movement on certain road sections using the signals of the air traffic controller, technical means to and directing traffic.”

Of course, this also includes a standard reassurance clause: they say: “provided the safety of other road users is guaranteed”. But we understand that it is only necessary so that when hostage drivers suffer because of the “human shield”, it would be more convenient to make one of the ordinary traffic police officers a “scapegoat”.

Well, “for a snack”, let’s say that the traffic police officer now only has the right to “offer” the driver to get out of the car, for example to inspect or hold the car. If you don’t comply with the request, it’s your business, that’s okay. According to the text of the new edition of the regulation, the traffic officer will already “demand” the exit of a citizen from the vehicle. And for “disobeying the legal order of an employee”, according to Article 19.3 of the Code of Administrative Offenses, we already have a very specific penalty: up to 4,000 rubles fine or arrest for 15 days.

For example, it appears that each new version of changes to the traffic police regulations gives the police more and more rights. In fact, it’s scary to imagine this document being rewritten at least 10 more times. It is quite possible that the text after that will reach the state in which it will then be quite possible to call it simply and in italics: “Hammer of the Witches.” Such as the medieval treatise Malleus Maleficarum, which regularly served the leaders of the Inquisition…
