The parking problem is similar to the housing problem and continues to “spoil Muscovites” by taking on new and very bizarre forms. So, the residents of the Myakinino-Park
The rest of the residents of the residential complex were unceremoniously invaded by the green tow trucks from the Moscow Parking, and the yard was decorated with signs prohibiting parking and stopping 3.27. And this despite the fact that the land on which they were detained has not yet been officially transferred to the city
– I am the owner of housing in this new complex, – Tatyana N. told the AvtoVzglyad portal – The developer of PJSC GK PIK initially provided here 1325 parking spaces, including underground, for more than 4500 apartments, which is absolutely not enough for motorists at home. As a result, the owners experience every day, at any time of the day, great difficulties in finding parking spaces…
And now there is a new problem at Tatyana’s yard – for the fifth day in a row, tow trucks come here to take away cars – literally every second, and people are forced to pay several fines in a row.
– We have to spend the night in our cars, because many simply have no other options to save the vehicle from the “green crocodiles”. And there is nowhere to leave the car near, – says Tatyana. – At the same time, there is enough land on the territory of the residential complex, which is not yet used, because it is planned for future development, but it is not given to people for parking …
Desperate for the return of the ability to park properly in their yards, citizens wrote appeals to all conceivable agencies, but so far the authorities have received no response. And can the TsODD of the capital affect, for example, the situation with parking in a residential complex, if the land on which the building stands belongs to the owner?
– The owner of the land is always responsible for organizing parking near a residential building, one of the anonymous experts confirmed to the AvtoVzglyad portal. – It can be an HOA, if it exists, or, if it doesn’t exist, a local authority. In this case, it makes sense to ask for discomfort from her. While officials should in theory make such decisions based on a general meeting of owners, they should already be developing a draft of a new organization of the movement afterwards, which will write where signs will be posted, including those forbidding. And only after that you can impose fines for their violation.
On the other hand, the expert notes, it has become a practice in the city that the decision to organize traffic in the yard can sometimes be made on the basis of letters from individual citizens who really asked for a “yard without cars ”. That does not relieve the council (if the land is city-owned) of the obligation to hold a general meeting of owners and ensure that all or most of the home’s residents are ready for such an innovation.
– Now it is more correct for residents to contact their municipality with a question: based on what the decision was made to reduce parking in the yard, ask them to show them the project. And then, having gathered a general meeting, try to discuss it and come up with your own solution on how to organize the movement. It is important that there is a protocol of the general meeting of owners, which outlines the wishes of the residents. It was voted that residents are in favor of maintaining the maximum number of parking spaces in the yard or organizing traffic in such and such a form. This document is already a legal basis for the government to adapt the project. In any case, self-organization of residents is needed here, their initiative, the expert emphasizes, because otherwise this issue cannot be solved…
This is how people lived – they did not grieve, and now it’s scary to imagine how many months it will take to unravel this story. Just think: people in 2023, in Moscow, are forced to sleep in cars to protect them from tow trucks and horse fines from Mosparking. Lived up. I just can’t believe the surrealism of what’s happening. And yes, do not take new buildings in the concept of “yards without cars” – this once again confirms this story. Although we have no others.
