Gas station owners must install electrical car outlets

The Ministry of Economic Development of the Russian Federation will develop proposals on behalf of the government for the mandatory installation of charging stations for electric vehicles (ECS) at gas stations. Officials should develop criteria for selecting sites for EZS, including the length of transportation networks, their category, economic viability, and so on.

First of all, the mandatory installation of EZS at gas stations will be worked out on major federal highways with the highest traffic. The exact criteria for choosing places have not yet been formulated. Only 15% of gas stations in the country can install fast chargers. At the same time, according to market participants, the cost of their connection is extremely high.

In the summer of 2022, the government launched a program to subsidize the installation of high-speed EZS. With support from the state, about five hundred EZS were opened in 2022 alone, and another 872 stations will be commissioned in 2023. The state subsidy under the program is 60% of the cost of the equipment, but not more than 1.86 million rubles. Subsidy for technological connection (TP) to electricity networks – 30%, but not more than 900,000 rubles.

According to experts, only 10-15% of Russian gas stations have the free electricity grid capacity (at least 60 kW) needed to install high-speed EZS. And if this is not the case, then the cost of technical connection of the station can vary from 1.5 million to 7 million rubles per 150 kW. With the existing technical feasibility, connecting a transformer substation to the highway will cost at least 5 million “wooden” ones per 150 kW, and a commercially acceptable price is less than 2 million rubles.
