The Ministry of Industry and Trade will change the current approach to the production of electronics for the automotive industry. The agency proposes to sharply reduce the number of points for locating blocks from 2026 if domestic components are not used.
As Kommersant reports, the Ministry of Industry and Trade has decided to revise the requirements for the localization of automotive electronics, especially for the production of engine control units in Russia. So from 2026 onwards, manufacturers will be deducted some points for localization if they do not use Russian microelectronics. And let us remind you that the number of points determines, among other things, the state aid and the amount of recycling collection returned.
Currently you can get 300 points for locating an engine control module. For the industry’s most popular block, produced by Itelma, the companies score 150 points – 75 points each for surface mounting of components on a printed circuit board, as well as software development and obtaining rights to design documentation. In the new version of the rules, it will be necessary to use only Russian components, otherwise the points for operations performed will be reduced – from 2026 to 100 points instead of 200, and from 2028 – to 75 points.
The Ministry of Industry and Trade called this idea “a mechanism for motivating and encouraging the localization of car manufacturers, ECU and microelectronics manufacturers.”
