It will be possible to register a car without mandatory third party insurance

The State Duma adopted amendments to the law “On State Registration of Vehicles” in its first reading. They were developed by the head of the State Duma Committee on Transport, Evgeny Moskvichev.

As Kommersant reports, the changes will allow cars to be registered with the traffic police without mandatory motorcycle liability insurance. Moskvichev motivated this by the fact that inspectors check the presence of the policy on the roads, which means that there is no point in presenting it at registration.

This idea was criticized in the State Duma Committee on the Financial Market – its head, Anatoly Aksakov, said that there are now about 6,000,000 cars in Russia without a “car driver’s license”, and after the adoption of the amendments there may be even more . According to the deputy, there is a greater risk that law-abiding citizens will not be able to receive compensation for damage in the event of an accident. Previously, such concerns were expressed in the Russian Union of Auto Insurers.

The bill also offers citizens the opportunity to deregister a car with the National Road Safety Inspectorate on the day of transfer of ownership, if the purchase and sale agreement has been drawn up via the National Services Portal or with a notary. Today this can be done no earlier than ten days from the date of conclusion of the transaction – during this time the old owner will receive fines for violations of the new one. The amendment will eliminate this – all decisions will immediately fall to the new owner.
