Modern law enforcement officials have managed to adapt a similar principle of “crime control” to the Code of Administrative Offenses.

Many metropolitan residents who periodically use taxis are aware of the decision of one of the aggregators to make it impossible to call a car to those points of the Moscow road network where stopping a car is prohibited. The author of these rules has encountered this limitation a few times. And also with the recent development of new phobias and ‘paranoia’ among city taxi drivers.

It all started when I called a ‘taxi driver’ via the app some time ago and started waiting for him at the curb. After some time, a yellow car with checkered sides appeared in my immediate vicinity, slowing down sharply and approaching at a snail’s pace. And when I overtook, the driver asked me very urgently through the open window to load into the cab at the highest possible speed. It turned out that I was waiting for the taxi to arrive in the no-stop zone and under the “gaze” of the automatic recording camera. This combination of factors did not please the taxi driver, who feared being fined for stopping in the wrong place.

A similar situation (like a carbon copy) repeated itself with me a day later – in a completely different part of the city. This time I learned that particularly harsh penalties have been imposed on drivers for recently picking up and disembarking a passenger (at a place he wanted to be). At the same time, the driver also casually mentioned the traffic police officers, who, together with MADI inspectors, are now said to be especially rampant on the streets of Moscow.

That taxi driver refused to decipher this idea more clearly and limited himself to obscenely vague hints addressed to representatives of the above-mentioned departments. The team of the AvtoVzglyad portal became interested and undertook a small investigation, which consisted of interviewing drivers (while traveling by taxi) about the latest trends in the working methods of MADI and traffic police officers “on the spot” of the capital .

After some time, collecting the information from conversations with a dozen drivers, we learned about a new method of recording violations, adopted by the capital’s “traffic penalties”. They usually work in pairs: a traffic police officer and a MADI inspector. To do this, the “patrol” goes to a place where even stopping cars is prohibited (for example, on Manezhnaya Square) and calls a taxi through the application.

The car arrives, stops and is captured on photo and video at that moment, providing evidence of the ‘violation’. The order will then be canceled in the app. And the taxi driver is forced to go home without a passenger, but with a fine of 3,000 rubles for violating parking rules.

We cannot speak with 100% certainty about such a mass practice – everything is known only from the words of taxi drivers. But if there were even isolated cases of such provocations by parking attendants, it would not be a bad idea to involve specialists from relevant law enforcement units in their legal assessment.
