Rostransnadzor and Avtodor have made public statistics on the number of drivers who have not paid tolls on highways. We are talking about routes with the barrier-free ‘Free Flow’ system, where money is debited from the user’s account via a transponder or the debt ‘sticks to the license plate’.

As Kommersant reports, citing data from Avtodor, 95% of drivers comply with the five days allocated by the law for postpaid rates. The rest will receive a “chain letter” with a receipt of 1,500-5,000 rubles, depending on the type of vehicle – from January 1 to November 27, 2023, Rostransnadzor issued a total of 1.05 million such fines.

The most cases of unpaid travel – 963,500 – were recorded on the Central Ringway and the M12. Moscow roads accounted for 87,000 fines – 77,200 decisions were made on MSD, 10,300 on the new Bagration Avenue.

Experts note that the majority of fined drivers simply do not understand that they are on a toll road – navigators automatically direct to high-speed sections to shorten or speed up the route, and notifications on the highway, as a rule, are not informative enough. In addition, on “Free Flow” highways there are no turnstiles or barriers, which motorists are accustomed to taking as a sign of a toll road.
