The Russian Association of Automobile Dealers is preparing a bill on liability for correcting odometer readings during the resale of vehicles. Car dealer representatives rightly believe that this cruel practice harms both customers and the market as a whole.
As Avto.ru Magazine reports, the association proposes to combat fraudsters who cheat on mileage through mandatory and regular registration of mileage in the electronic vehicle title. Nowadays, for example, odometer readings are kept by official dealers and this information is stored in the service history. But not everyone has access to it, just as not every car is maintained by ‘officials’. An alternative to EPTS could be mandatory motorcycle liability insurance: ROAD believes that the mileage should also be stated there, so that the data is transparent to everyone.
In the spring, the association came up with a proposal for liability for mileage correction: a fine of 300,000 rubles and, for repeated violations, a prison sentence of one to three years. Now this idea is being discussed with the authorities to formulate the provisions of the bill. It is not yet clear when it will be submitted for consideration, but it is clear that implementing these provisions will require amending multiple federal laws at once.
