The Russian Union of Industrialists and Entrepreneurs (RSPP) did not support the bill proposed by the head of the Federation Council Committee on Economic Policy Andrei Kutepov and Duma deputy Vladimir Gutenev. They proposed introducing a level of localization for taxi companies.

According to Vedomosti, the Russian Union of Industrialists and Entrepreneurs has sent a letter to the head of the Ministry of Transport, Vitaly Savelyev, and the transport ministers of the Russian regions, pointing out on behalf of taxi aggregators and digital platforms the need to link localization requirements to the allocation of subsidies for the purchase of checkered cars. This will make it possible not only to spend additional money on the production of local vehicles, but also to increase the interest of car factories in assembling and regularly modernizing rolling stock, the authors of the document believe.

The introduction of a level of localization of taxis without subsidies will only complicate the process of purchasing new cars against the background of a shortage of available cars and will cause a sharp increase in their costs, the RSPP notes. Furthermore, this could create the risk of carriers leaving the gray zone or leaving the sector altogether, which will limit the supply of taxi services.
