The prize itself is awarded annually on a competitive basis. It is awarded to organizations, according to the event’s charter, “for achieving significant results in product and service quality, ensuring their safety, and for introducing highly effective quality management methods.” Candidates for the title of laureates and diplomats are selected by a special council, personally headed by the Russian Minister of Industry and Trade, Denis Manturov.
This year, GAZ and Ural car factories obtained diplomas from the automotive industry. But the neighbors on the price list included the Moscow Scientific and Practical Center of Dermatovenereology and Cosmetology of the Moscow City Health Department, the Yakutsk Medical College, and even the Municipal Autonomous Preschool Educational Institution Kindergarten No. 76 of the city of Angarsk, Irkutsk Region.
Although, of course, respected experts know better who deserves the prize for quality: a kindergarten, a sex center or a car factory.
Sometimes, though, logic fails officials. After the Moscow factory of the Renault brand unexpectedly went to the office of the mayor of the capital, the management of the latter hastened to promptly appoint a new head of this production site. According to bureaucratic logic, the authorities did not choose an experienced production worker from the car industry, but “their own man”, who turned out to be Dmitry Pronin.
