The Speaker of the Capital’s Parliament, Alexey Shaposhnikov of United Russia, has prepared amendments to the Code of Administrative Offenses, which provide for a fine of up to 30,000 rubles for violators of traffic rules on personal mobility devices. The Moscow City Duma insists that its adoption must be accelerated; new sanctions should be in place at the start of the giving season.

As Kommersant reports, the bill of the Moscow Duma Chairman Alexei Shaposhnikov provides for SIM users a fine of 30,000 rubles for consuming alcohol or drugs, 1,000-1,500 rubles for leaving the scene of an accident or violating the traffic rules while drunk, and 1,000 rubles for obstructing pedestrians.

According to the deputy, all these issues must be worked on “as a priority”. Changes to the Code of Administrative Offenses must now be approved by a resolution of the Moscow City Duma. This could happen as early as this week, after which the bill will be sent to the government and submitted to the State Duma.

Director of the Association of Micromobility Operators Ksenia Erdman supported the amendments, but noted that the problem with the mechanism for recording violations needs to be resolved. The city government announced last year the development of systems to identify offenders on SIM using cameras, but kicksharing also exists in other cities, Erdman recalls, so something needs to be invented there too. She added that most SIM users simply do not know the rules of the road, and that this problem also needs to be solved somehow.
