Russian law enforcement officers reconvened to modernize the driver training system. The Interior Ministry has already prepared the relevant draft changes and enlisted the support of the Road Safety Working Group of the Russian Government Analytical Center on the Regulatory Guillotine, the AvtoVzglyad portal reports.

The Ministry of the Interior proposes to ban the admission to exams for obtaining “rights” of citizens during the period when their driver’s license has been deprived. This also applies to those who have been criminally prosecuted for being hit by a pedestrian, for repeated driving under the influence or for slipping into the oncoming lane. It turns out that now the law does not prevent a person who has lost his “rights” to drive a passenger car (category “B”) from undergoing training to drive a truck or motorcycle from passing an exam with the traffic police and a VU of category “C” or “A” – before the expiry of the “car rights” confiscation period. Law enforcement officers want to close this loophole.

In addition, under the proposals of the Ministry of the Interior, there is a ban on training bus drivers (category “D”) if a person has not previously left for at least one year in a car (category “B”) or truck (” C”). It is expected that bus drivers will gain more experience in this way, which will contribute to the prevention of accidents. The Interior Ministry also demands that no foreigner has the right to work in Russia with “rights” issued in his country. They want to force such people to be obliged to train in Russian driving schools and to pass exams with the traffic police.
