On June 20, a package of amendments to the “On Enforcement Procedures” Act and a number of other laws came into effect, making it possible to write off debts owed by Russians without human intervention. Until recently, this was done by living employees of the FSSP. In the case of an incorrect debit, a citizen can come to the service department and, meeting an employee of the department, immediately clarify all the problems, restoring justice. From a legal point of view, enforcement proceedings will henceforth not be conducted by a specific bailiff, but by the entire VVR. Therefore, it will now only be possible to cancel an erroneous charge through a lawsuit against the department, which greatly complicates and prolongs this process for a citizen.
As for traffic police fines, drivers don’t pay about half. In particular, in 2021, decisions were made for motorists for a total amount of 128.3 billion rubles. Of this, only 72.7 billion was paid, which is 56.6%. The total arrears amounted to 55.6 billion. It is known that more than 80% of traffic police fines are handed out with automatic recording cameras. The lion’s share of them falls on the minimum exceeding speed – by 20-40 km / h, for which it would have to pay the state 500 rubles. Until recently, living bailiffs were unable to collect millions of small debts. Now the computer program will write off all arrears of debtors 24/7.
