The draft amendments to the Code of Administrative Offenses provide for the abolition of a fine for offenses such as driving a car with dirty number plates (pursuant to Article 12.2, paragraph 1 of the Code of Administrative Offenses), lack of a driving license or STS -car (according to part 2 of article 12.3 of the Code of Administrative Offenses), failure to turn on the “turn signal” when changing lanes (part 1, article 12.14 of the Code), violation of the rules of use of lighting equipment (article 12.20), driving with minor faults (part 1, article 12.5 of the Code of Administrative Violations). In addition, it is proposed to abolish the fines for car owners for driving without a technical inspection.
It is necessary to reduce the administrative burden for motorists who have committed minor traffic violations that do not lead to fatal consequences, ”the author of the bill, Deputy State Duma Nikolai Novichkov, explained to Izvestia.
At the same time, the same bill proposes to increase drivers’ responsibility for really dangerous traffic violations. In particular, for an unfastened seat belt, it is proposed to increase the fine from 1,000 to 5,000 rubles. For transporting a child without a child seat, they want to increase the penalty from 3,000 rubles to 5,000 rubles. From 1,000 to 3,000 rubles – for moving slow-moving vehicles along the highway, and for driving trucks on them beyond the second row. In addition, the initiative includes the deprivation of “rights” for six months or a fine of 5,000 rubles for repeatedly exceeding the speed limit by 40-60 km/h.
