A wave of legislative activity regarding motorists began with the idea of ​​a group of deputies to introduce a kind of “feedback” between the driver and the traffic police inspector, who makes a decision on the punishment for traffic violations. The bill proposes to impose a fine on a police officer if he wrongly or unjustly punishes the driver – in the amount of an illegal fine, but not less than 5,000 rubles. Of course, the Interior Ministry reacted sharply negatively to the prospect of getting a truly fair course of action.

Later it became known about the initiative of the deputies to ‘tighten the offenders even harder’. They are introducing a bill that would make it possible to imprison people who were drunk behind the wheel while their “driver’s license” was robbed for a similar crime, and to impound their cars on behalf of the state. In addition, they want to deprive drivers who are punished for driving without a “driver’s license” the opportunity to pay a fine with a 50 percent discount.

Electric scooters have not been ignored either. The deputy chairman of the State Duma Sports Committee, Sergei Burlakov, took the initiative to oblige anyone who wants to drive such vehicles to undergo special tests with the traffic police, followed by obtaining the appropriate certificate.

In the course of such a test, “self-rollers” must demonstrate knowledge of the rules, including crossing a zebra crossing, driving on the sidewalk and other nuances of the safe operation of personal mobility aids.

Let’s move on. Knowing the deplorable situation in the Russian market with the supply of mass-produced cars, MPs from the Liberal Democratic Party proposed to temporarily abolish import duties on cars. In particular, it is proposed to give every Russian the opportunity to bring no more than three cars a year into the country without paying customs duties. In addition, the age of such vehicles should not exceed 10 years. Under an alternative scheme proposed by lawmakers, a preferential rate of 5% should be introduced on the importation of a car by a private individual into Russia for personal purposes.

The grimaces of OSAGO’s current state also did not go unnoticed by the deputies. For example, the head of “Fair Russia” Sergei Mironov has strongly criticized the actions of the Central Bank to expand the tariff corridor, which will inevitably lead to higher policy costs. According to him, the real reason for the expansion is the desire to increase the income of insurance companies.

The prices of spare parts for auto repair, the rise in costs of which are now constantly being cited by insurers, have now fallen to pre-February levels. This allows insurance companies to save serious money and opens up prospects for additional revenue for them with a rise in the price of OSAGO, recently sanctioned by the Central Bank.

Deputy Vitaly Milonov played an unexpected role – an expert in saving the country’s auto industry, offering to actually boost sales of new domestic cars by abolishing the transport tax on such cars less than three years old .

And the most recent example of parliamentary concern for motorists is the draft amendments to the Code of Administrative Offenses aimed at clearing the “automotive” part of the Code of fines for minor traffic offences. State Duma Nikolai Novichkov proposes to abolish fines for driving with dirty license plates and without a technical inspection, for forgotten “rights” and STS at home, for not turning on the “turn signal”, for violating the rules for the use of lighting equipment and driving a car with minor malfunctions.

The editors of the AvtoVzglyad portal sincerely doubt that it will really come to the adoption of any of the changes mentioned above, which will radically change the fate of an ordinary motorist. But, as they say, what the hell isn’t a joke…
