During the July 5 plenary session, the Duma’s deputies passed in the second, decisive, reading, amendments to the Code of Administrative Offenses and the Criminal Code, which extend the penalties for drivers previously deprived of their “rights” for gross stricter violations of traffic rules. For this they will be fined up to 250,000 rubles and a prison sentence of one year. Anyone who gets behind the wheel without a driver’s license, while being convicted of leaving the scene of an accident that caused serious physical injury or death to the victim, the bill prepares a fine of up to 300,000 rubles or a prison sentence of up to up to two years.
Also, the Criminal Code is being amended to allow the court to seize the car of a motorist previously convicted of a serious accident involving serious injuries for the benefit of the state. This is possible if, by being “deprived of his rights”, he gets drunk behind the wheel, drives into the “oncoming vehicle” or exceeds the speed limit by more than 60 km/h.
The bill passed by the State Duma in second reading, as practice shows, almost automatically goes through third reading, then through the Federation Council and signed by the president as soon as possible.
