Dear Vladimir Vladimirovich! I, Dmitry Viktorovich Davydov, the author of the project “20 ideas for the development of Russia”, ask you to consider my public appeal.

I am sure that Russia, with its colossal resources and enormous intellectual potential, can quickly join the top twenty world leaders in terms of indicators such as the Human Development Index and GDP per capita. On the way to this goal, the example of countries that have already shown considerable success in one or another area of ​​​​the economy and public life will be helpful. Adapting effective proven foreign experience to the Russian reality will accelerate progress.

After adopting this approach, I first started forming ideas and proposals in 2015 to improve the standard of living of Russians. Thus, in 2016, the project “20 ideas for the development of Russia” was born.

The mission of the project is to study the successful world experience in different fields of socio-economic activity and to implement it in the context of Russia in order to multiply the quality of life of its citizens. The project does not pursue any political goals and I, as the sole author, am not associated with politicians from Russia or other countries.

For my part, I am committed to ensuring that successful reforms, carefully calibrated and tailored to the specificities of Russia, are supported by the public and become a reality. All my proposals are published on the website 20idei.ru and are extensively covered in the media and social networks. So I don’t just want to draw attention to the project, but also arouse interest for discussion among all who care about the future of the country.

Although I am not a citizen of Russia myself and do not currently live on its territory, Russia is my historical homeland, my roots are there. I am connected to this country not only by the history of my ancestors, but also by common cultural values. My great-grandfather and other relatives died on the battlefield in the Great Patriotic War, fighting against Nazism. That is why I want to see Russia as one of the most prosperous countries in the world, and that is why I invest time and effort to do my best in this direction.

Undoubtedly, primarily on your initiative, the state will take decisive measures to develop and implement a strategy for the development of the country and raise the standard of living of the society. The decree “On the National Development Goals of the Russian Federation for the period up to 2030”, issued by you in 2020, clearly defines the priority goals for the nation:

  • preservation of population, health and well-being of people;
  • opportunities for self-realization and talent development;
  • comfortable and safe living environment;
  • decent, efficient work and successful entrepreneurship;
  • digital transformation.

The ideas that I developed in 2021-2022 and brought to the attention of the public and the public are precisely designed to contribute to achieving the national goals set. Each of the nearly fifty themes contains specific steps through implementation that can bring you closer to achieving the goals of the national strategy.

Below are the benefits that the project “20 ideas for the development of Russia” can bring to the state:

  • Most of the solutions I propose do not require funding from the state budget. The rest either contain proposals on funding sources and replenishment of the state budget, or show a fast payback period with further benefits for it.
  • Confidence in the success of the proposed measures is based on a thorough study of the economic and social impact manifested in the countries where they were applied. (It’s worth noting that some of my suggestions are based on my own reasoning and have no practical implementation in the world, but those are a rare exception).
  • The proposed measures will help public authorities solve complex socio-economic problems, remove some of the burden of developing a concept and justify the measures being implemented off the shoulders of officials.
  • As for me, in order to implement the ideas that I propose, I am ready to fulfill the feasible tasks of the state authorities.

It is clear that such a project will not achieve its goal without the support of the state. That is why I have repeatedly appealed to the state authorities to initiate this or that change aimed at the good of society, especially at the legislative level. The reactions of the Federation Council, the State Duma, the Presidential Administration and relevant ministries contain different types of reactions: from categorical disagreement to a positive assessment with the willingness of the state body to take into account my proposals in its future activities. Nevertheless, none of the many initiatives I have proposed in various fields has so far received the expected development of the state in the form of positive decisions or tasks.

On behalf of the President of the Russian Federation, I ask you to support the project “20 ideas for the development of Russia” by considering the proposals and drawing the attention of the state authorities to the need to take the most relevant measures for the country, in your opinion.

Driven by a selfless desire to make the lives of Russians better, I am sure that my proposals, with due attention from the state, can lead Russia to even greater prosperity.
