Unified state exam on traffic rules as accident prevention

Unfortunately, the problem of road safety in Russia is still acute today. Despite the decline in the number of accidents in recent years, the high number of accidents involving minors is a major concern. At the same time, there is traditionally a sharp increase in traffic incidents involving children in the spring and summer – during the period of use of electric scooters, bicycles, unicycles, gyro scooters and other forms of individual mobility (IM). Given the increase in their popularity in our country, the sad numbers are likely to continue to grow.

In fact, they are already growing. So according to the traffic police, the total number of accidents involving similar vehicles has increased by 35% for the five months of 2022. There are several reasons for this, but one of the main ones is the unpreparedness of young users of these “gadgets” to hit the road.

– Often the reason for creating emergency situations is ignorance of the traffic rules, their nuances and features. But the problem lies not only in the study of traffic rules, but also in understanding the logic of traffic. It is clear that students who are used to being pedestrians on the road cannot suddenly change lanes and begin to perceive the situation as vehicle drivers. Of course, teenagers know it’s impossible to cross the street at a red light, but they don’t know concepts like, say, “interference on the right,” the meaning of many road signs or markings. Therefore, in order to form a holistic picture of traffic in the minds of teenagers, it is necessary to teach the theory of traffic rules as early as high school. This will undoubtedly reduce the number of accidents on the road, save the lives and health of the younger generation, – says Anton Orlov, director of the Institute for the Study of Contemporary Politics.

Driving schools also agree with the scientist, where they believe it is “traffic illiteracy” that causes many tragic situations that could have been easily avoided.

– Accidents involving schoolchildren are indeed not uncommon and often arise due to the carelessness and negligence of both pedestrians and motorists. Parents do not always devote their children to the features and nuances of traffic. School leavers often don’t know how to cross the lane at an unregulated intersection, how to get to the side of the road if there are no sidewalks, etc. Many dangerous situations could have been avoided if children had been able to better understand the situation and predicting on the road”, notes the founder of the digital driving school “Baranka” Matvey Gordienko.

The relevance of the issue is also reflected in data from the Ministry of Internal Affairs of Russia, which determines the number of driver candidates who passed the exams in 2021. For example, only 42% of the exam candidates passed the theoretical part of the exam on the first attempt. That is, those who have previously received training in driving schools. It is necessary to analyze real traffic situations with high school students, analyze typical errors of drivers and pedestrians, assign tasks and work on errors.
