The editors of the AvtoVzglyad portal stumbled upon a curious algorithm, according to which the punitive cameras of automatic fixation work on the central toll road (TsKAD). To understand, I had to feel the situation, as they say, on my own skin. At the same time, even without a trip to the “payer”.

It all started with the fact that the editors were fined in mid-July for violating traffic rules. But not from the traffic police, but from an organization under the unexpected name ‘Central MUGADN of Rostransnadzor’. What kind of “beast” this is became apparent almost immediately when we became acquainted with the text of Article 12.21.4 of the Code of Administrative Violations mentioned in the resolution. She talks about “non-compliance with the obligation to pay for passing a vehicle on toll roads, toll sections of highways” and proposes a fine of 1,500 rubles for this.

I was happy that we could afford it with a 50% discount as we fit into the 20-day grace period. But it was alarming that the decision was made on July 8 for the violation recorded on May 16, exactly midnight Monday to Sunday! The “lucky letter” claimed that the editors did not pay for the ride on the section of the central ring road somewhere in the Gzhel region. He was greedy and did not give 50 rubles to the central MUGADN of Rostransnadzor. This was extremely suspicious, as we were sure that at the time indicated – 16 May 00:00 – the car was in the courtyard of the publishing house.

The idea was ingrained in the team driving not ours, but another car with a similar license plate on the central ring road at midnight, and they mistakenly recognized it as an editorial car. In the case of such misunderstandings with traffic police fines, we already know what to do – the algorithm is worked out. We go to the website of the State Traffic Inspectorate, start checking the fines registered for the car, look at the photo of the violation attached to the decision and make sure that an employee of the State Traffic Inspectorate has the number with the photo taken misread by the camera when handing out the fine. Then a complaint is written on the website of the traffic police and the fine is withdrawn within a few days, to everyone’s satisfaction.

In our case, the resolution of the great and terrible “MUGADN of Rostransnadzor” was absent from the portal of the traffic police, and a search for numerous “punishment” services on the Internet yielded only the text, without a photo. So there were no possibilities to prove that the decision had accidentally “arrived” with us. A “half” fine (750 rubles instead of 1500 rubles) is not a deadly amount, but I did not want to pay at all for an incomprehensible offender.

In a last-ditch effort to uncover the truth, we wrote a complaint to Avtodor, the organization responsible for the Central Ring Road and other toll roads. A few hours later they answered us and it turned out the following! When driving on a toll road where there are no collection points (such as on the Central Ring Road), the registration number of the car is read out using automatic recording cameras. After that, the car owner has to pay for the use of the highway section on the Avtodor website through a special form. He has five days to do this. If this does not happen, the fact of default is recorded.

In our situation, it turned out, on May 10 the car passed through the section of the central ring road, 5 days passed, during which the transfer of money to Avtodor did not take place, and in the very first minute of the 6th day ie on May 16, 00:00 the vehicle owner automatically became an offender. So, if you suddenly receive a “lucky note” for what doesn’t appear to be your free ride on the “payer”, before you swear by a mistake and “lawlessness” remember: where are you five days before the date of the decides the said violation.
