Traffic police fine every second driver in Moscow “for the belt”

Moscow’s automatic fixation cameras increase their profitability for the city budget. Portal “AvtoVzglyad” got acquainted with the criminal statistics of punishments of the capital’s drivers for not wearing a seat belt.

During seven months of 2022, Moscow’s traffic police have filed more than 2.2 million violations of seat belt rules. The metropolitan traffic police boasted of such data. The vast majority of such protocols are based on the materials of automatic fixation cameras. Since the beginning of the year, fewer than 52,000 drivers have been fined “manually” by police patrols on the streets of Moscow “for a belt”. The city now has about 400 automatic restraining lines that can hand out fines for the “belt”. The mass introduction of such devices began last year. The real results of their activities can therefore only be objectively assessed at the end of the current year.

We will not be surprised if one of the PR results of their work will be the next “groan” of all kinds of car experts on the subject of the monstrous increase in the “debauchery of Moscow drivers”. But they will most likely ignore that only a multiple (thanks to the cameras) increase in detected and uncommitted offenses is responsible for this wave of statistics. Be that as it may, only 2.2 million fines for not wearing a seat belt formally allow us to say that the decisions under Art. 12.6 of the Code of Administrative Violations received almost half of Moscow car owners. After all, as you know, there are about 4.5 million cars registered in the city. 2.2 million fines will bring a decent income to the city treasury: such a violation is estimated by the code at 1,000 rubles. If the fine is paid at a 50% discount, this means an additional 1.1 billion rubles on the budget.
