The AvtoVzglyad portal examined the situation in which another victim of the “ignorance of the laws” of the TsODD found himself.

As part of the experiment, the Traffic Management Center organized a regulated parking zone on 25 streets in the Khamovniki district. The aim of the event is to reduce the number of road signs by 40%. In practice, this means that road signs 6.4 “Parking”, 8.8 “Paying services” are no longer used within the regulated parking area. The victim of such cuts has already become one of the car owners of the capital, who “blinked” with the sign indicating the paid zone and received a fine of 5,000 rubles, the validity of which, of course, will now have to be challenged in court .

It is curious that, according to the announcement on the website of the TsODD, the innovation with the reduction of characters can also be recognized as failed – this should be clear after 3 months of the experiment. But data about its beginnings appeared as early as 2017, but it is not clear what successes it was crowned with.

But despite temporary experiments on humans being set up for the time being, fines for violations that nobody knew about are quite real. This is exactly the story that happened to Evgeny Murashov, who parked in his pocket on Efremov Street, 14 and did not suspect that a previously free parking space would cost him 5000 ₽

“Since I was in my wife’s car, she went with our protest to Staraya Basmannaya, 20, to the Moscow transport office,” Evgeny Murashov told the AvtoVzglyad portal. – At the AMPP, the woman was told to be more careful, as an experiment was being conducted in this street, but of course they did not withdraw the fine. Since we still haven’t found an easier way to challenge such a violation, my wife and I are now preparing to go to court. The corresponding claim has already been submitted. Among other things, we will focus on the violation of the procedure for taking administrative responsibility …

– According to the definition in the SDA, parking is a specially designated, equipped and equipped place. Therefore, in order to charge money for parking on it, the city must first mark this place as a parking lot with minimum markings. If it is not marked correctly, as required by the traffic regulations, then in my opinion there is no reason to consider it a parking space, and it is illegal to charge a fee for it,” explained to the AvtoVzglyad portal, an expert on automatic photos and video recording of the blue buckets” Grigory Shukhman.

– I remind you that the driver does not need to have a smartphone with an application and mobile internet. The necessary information for payment must be available to him directly in the car park. Otherwise, this is a one-sided game, when only a motorist has no right to make a mistake, which we see in this and many other examples in our city,” concluded Mr. Schuchman.
