Unfortunately, the long-standing lobbying efforts of the traffic police and the Ministry of Transport paid off: the government agreed to violate its own decree for personal indulgences to the transport departments. And very soon, experts of the AvtoVzglyad portal are sure that the wish list of the traffic police will turn the lives of drivers into a constant hell for accidents.

No one doubts that the Russian traffic rules must be radically rewritten in accordance with modern conditions. The traffic police and the Ministry of Transport, Public Works and Water Management have been given the opportunity to do it the old-fashioned way: with small patches, changes, without much effort on their part, avoiding solving really urgent problems. Until recently, such an approach to the modernization of departmental rules was prohibited by the decree of the Russian government on the so-called regulatory guillotine. In particular, it requires: if you want to change something in the traffic rules, rewrite the entire document. And now the traffic police and the Ministry of Transport have managed to get around this rule.

According to Kommersant, the government is preparing a special decree that will give the two departments the opportunity to transform the traffic rules into their current wish list into “pieces”, without looking back at the “guillotine”. At the moment they are quite extensive, although useless to millions of drivers. So owners of electric scooters and other individual electric vehicles are not allowed to accelerate more than 25 km/h, drive on highways, in areas where they are not allowed to drive, and things like that. But! At the same time, motorists will have to yield to scooters when entering the road from the adjacent area and when turning at intersections.

In addition, the exit from the car to the bike path is equated with the exit to the bus “separated”. Departure to the “security island” will also be equated with the move along the “separate road” with all the resulting fines! The traffic police are also going to legalize inherently pointless “white traffic lights” – extra sections with a white arrow that allow turning if pedestrians are allowed to pass. Despite the fact that traffic rules now dictate that the driver must let the “pedestrians” pass at every turn, even if they break the rules.

Again, they want to change the rules for driving on roundabouts. Apparently to confuse drivers again. The intention is to prescribe in the traffic rules that a car driving in a circle is only “main” if there is a “Roundabout” sign in front of the intersection and there are no “Priority” or “Hoofdweg” signs. And why don’t you like how they ride in a “circle” now?

In addition, the traffic police want to establish the following principle in the traffic rules: the zone of validity of the signs “Stop is prohibited” or “Parking is prohibited” is not limited to the length of the yellow line along the curb, but continues to the next intersection, another board or the end of the settlement. Then why do we need these yellow lines at all?

Another insidious innovation: the use of not only yellow signs, but also white signs as temporary indicators. To do this, it is enough to install such a board on a portable structure. And since the requirements of a temporary sign take precedence over a permanent sign, the traffic cops “on the ground” will have many opportunities to organize new traps for the mass registration of fines for passing drivers.

Well, the really serious (and superficial!) contradictions in the traffic rules of the traffic police with the Ministry of Transport, apparently are not planned to be eliminated in the near future. For example, the requirement of traffic regulations that the driver must take an extreme position on the roadway before taking a bend. How do exits of several lanes at the same time that are used throughout the traffic organization fit in with this? But no way! But to eliminate this contradiction, from the point of view of the traffic police, it is not necessary – and it will!

The current version of the traffic rules, as mentioned above, prescribes giving right of way to a pedestrian when turning. And if you turn now you can’t give in. For some reason. But experts from the Ministry of Transport, Public Works and Water Management and the traffic police ignore this inconsistency. The current traffic rules do not cover the traffic of cars in the “adjacent areas” at all. And it seems that nobody in the traffic police and the Ministry of Transport wants to deal with such a topic as clear regulation of driving in the parking lots of shopping centers and courtyards. Scale not the same, or what?

And the age-old gem of the Rules about the need to install an emergency stop sign at least 15 meters from your broken-down car is worth something! Traffic regulations require the driver to walk towards the cars speeding on the highway to do this. But again, the traffic police and the Ministry of Transport don’t care. Indeed: the “white arrows” in the extra sections of the traffic light are much more important!

The sad part is that, based on unofficial information, the government is actually going to allow the Ministry of Transport and the traffic police until 2029 to rewrite pieces of existing outdated traffic rules (for the sake of temporary and not always clear goals). During these six years, the departments will have time to put so many more things in the rules that I don’t even want to imagine…

Yet the head of the State Duma Committee on Social Policy and Veterans Affairs, Yaroslav Nilov, was right when he once told the AvtoVzglyad portal: “It is high time to transfer traffic regulations to the status of law, so that they can be easily and quickly adapted to the changing reality.” In addition, the law is an order of magnitude more difficult to change because of the “wish list” of officials from a few ministries alone, requiring more weighty arguments…
