The traffic police and the Ministry of Transport, Public Works and Water Management have started preparing a number of “targeted” amendments to the Regulations, including with regard to SIM.
Most will apparently remain no more than an explanation, as there is no effective mechanism to control the behavior of electric scooters now and is not expected in the future. Therefore, these changes to the traffic rules will not have a significant impact on the currently observed explosive growth in SIM accidents. In this regard, Mr. Fadeev’s “know-how” should be considered exclusively from the point of view of an attempt to remember himself in the media, using a more or less resonating information opportunity.
