The Scientific Research Automotive and Automotive Institute (NAMI) has developed GOST with requirements for all electric means of individual mobility (ESIM) used in Russia. The AvtoVzglyad portal has reviewed the final version of the document.

The key to the proposed revision of the national standard for electric scooters and other electric traction EVs is that their factory speed limit will be limited to 25 km/h. Despite the fact that most of these types of devices currently used in Russia are capable of accelerating to much higher speeds. NAMI experts believe that all individual electric vehicles that can travel faster than 25 km / h should be considered mopeds, which require “permissions” of categories “M” or “A” to drive. That is, in fact, only people who have passed the exam at the traffic police can drive such SIM cards. Any electric scooter equipped with a seat is also considered a moped.

As for the “electric trains” for which no “rights” need to be obtained, they must have a built-in automatic deceleration function up to 8 km / h in pedestrian areas with simultaneous inclusion of headlamps. Note that this version of the standard for ESIM appeared almost simultaneously with information about the permission of the traffic police and the Ministry of Transport, Public Works and Water Management to amend traffic regulations, including those relating to personal mobility.

Administrative activity in this area is caused by a sharp increase in traffic accidents and accidents involving IMS. However, no real impact can be expected from it, as there are no workable legal mechanisms in Russia to monitor and punish ESIM owners for any violations of the law.
