Customs secretly chokes car imports from Kazakhstan abruptly over US sanctions
Until recently, Russian officials at various levels talked a lot and enthusiastically about all kinds of support for parallel imports. Including cars. But in fact, the authorities are raising more and more obstacles to saturate the domestic car market with new cars. Portal “AvtoVzglyad” provides details.

The current wild prices for cars in Russia are usually attributed to the almost complete cessation of their imports by European, Japanese and Korean manufacturers. And also to freeze the work of their assembly plants on our territory. Old stocks in the warehouses of car dealers, a thin flow of deliveries from various Chinese car brands and attempts by AvtoVAZ and UAZ to produce at least something in the conditions of a severe shortage of components – that’s all at the disposal of the domestic consumer. There are few cars, they are expensive, despite the ruble, which is as strong as an ear of corn.

But we have parallel imports, an advanced reader will object: Korean and Chinese brand cars are transported from Kazakhstan by car carriers, the market is about to become saturated! At first glance, everything is like this: there, in rubles, these cars are cheaper than in Russia (and there are no problems with the choice of equipment). Therefore, even taking into account the “cheat” of intermediaries and overheads, “Kazakh” cars are more interesting than exactly the same cars that are in the showrooms of Russian car dealers.

But recently, the media spread the news that Kazakhstan had transferred all of its trade with Russia under the control of the United States. Kazakh Foreign Minister Mukhtar Tleuberdi described the incident in streamlined diplomatic language.

“We have established a government working group to prevent the negative impact of anti-Russian sanctions on our economy, including avoiding secondary sanctions,” said Mr Tleuberdi.

An uninformed person may get the impression that, they say, that it is: now you can forget about the parallel import of cars from Kazakhstan to Russia. In fact this is not so. In fact, it’s even worse! The Russian government itself is delaying the importation of “Kazakh” cars into Russia in every possible way, including at the hands of our brave customs!

— At the moment, in any case, there are no problems on the part of the Kazakh authorities regarding the acquisition and export of consignments of cars to Russia. All obstacles are on the side of our habits. For example, a few months ago, Russian guards of the economic border needed up to three days to register a car transporter with a consignment of cars from Kazakhstan. And now they need an average of three weeks to complete the same operation, – Sergey Pigolkin, the founder of the online new car auction Carclick.ru, told the AvtoVzglyad portal.

According to him, recently when importing cars from Kazakhstan, the confirmation of the payment of the salvage fee has been “linked” with great difficulty in Russian databases to the VIN number of the imported car. And almost every week new bureaucratic conditions are added, which complicates the import procedure.

For some reason, Russian officials cannot agree with the recognition of Kazakh vehicle type approvals (OTTS), despite the general technical regulations of the Customs Union. Therefore, it is necessary to register the importation of shipments of cars from Kazakhstan to the Russian Federation not on behalf of the importing company, but “on behalf of a person”. Employees of customs posts on the Kazakh-Russian border know this all too well. But for some reason, every time they demand that “physicists” importers write an explanation on the topic: why and where you transport a whole car transporter of cars at once … As if for the first time in your life you are faced with a such a natural phenomenon.

And here’s the latest example of tightening the bureaucratic screws: now every (!) car from a batch imported by car transporter from Kazakhstan to Russia is required for customs control. It is difficult to explain the meaning of this wonderful “novella” other than by the desire to complicate the parallel import of cars into our market from a friendly (at least for the time being) country.

If the situation in this area continues to develop according to this scenario, it will be possible to stop paying attention to Western sanctions at all: domestic customs will block the import of cars into the country much more reliably, while the broad Russian car community does not suspect anything . To the delight of the imperialists, as they say.
