Any self-respecting driver knows full well that it is necessary to comply with the requirements of traffic regulations, traffic lights, road signs and markings. At the same time, every traffic police officer should know the same, but the government of the Russian Federation, which approved the traffic rules, is making its own adjustments to this idyllic unanimity due to its passivity.

According to the current GOST, the marking shown in the photo attached to the decision of the Moscow Traffic Police on a fine is nothing more than marking 1.16.2 in the form presented in Annex 2 to the SDA of the Russian Federation , but the text of the decree refers to crossing the marking line 1.1 (single solid).
Please note that in Appendix 2, the markings 1.16.1−1.16.3 have a solid line along the edges, which is not provided for by the state standard.

It is possible to combine two standard markings, since this does not contradict the standard, but then the markings prescribed by the traffic rules are obtained. The difference is that 1.1 is a LINE and 1.16−1−1.16.3 is a MARKING, and therefore the prohibition on crossing solid lines in Annex 2 of the SDA of the Russian Federation in the existing case is either not violated, or road markings are incorrectly marked.

I’d say this is one of those anecdotal cases where “the rules were broken on their own.” The author of the decree is not responsible for his mistake – he has learned to write that way. The fine is relatively small and not everyone wants to appeal it, and if there is no complaint then there is no reason to change anything in their work. Just live with it.
