Regions will be offered to repair “problem routes” independently

Destroyed roads in Russian regions are often turned over to Rosavtodor’s jurisdiction, citing lack of funds for their restoration in the regional budget. But now the local authorities will have to decide for themselves on the issue of the repair, as the Ministry of Transport of the Russian Federation has drafted a bill that complicates the process of securing the federal status of problematic routes.

The amendments to the law on highways proposed by the regulator imply a list of criteria for the transfer of regional roads under federal control.

Firstly, under the new rules it is not possible to use 4th and 5th category roads (with a lane width of less than 3.25 m, a shoulder width of less than 2 m, with level crossings, one- or two-lane highways without separation) . Second, under the proposed changes, federal status can only be granted to suburban highways, which are not dual federal highways, Kommersant reports.

Recall that Finance Minister Anton Siluanov earlier in a meeting on road construction drew the president’s attention to the lack of control over the transfer of regional guidelines to federal jurisdiction. According to him, the inaccuracy of the 10-year plan to change ownership of highways, approved in 2018 for a period of five years, has resulted in 10,000 km of regional roads on the national highway in the past five years.
