Late last week, the government approved changes to the SDA that related more to the means of individual mobility and to a lesser extent to road signs and markings. Now the date of entry into force of the innovations is also known: according to the decree signed by Russian Prime Minister Mikhail Mishustin, this will happen on March 1, 2023.
At the beginning of last year, the Rules of the Road fell under the so-called regulatory guillotine – in the list of regulatory legal acts that are not adjusted point by point. Changes to the traffic laws were made so often that they were confused not only by motorists, but even by traffic police inspectors. And to put a stop to this, the authorities have banned certain changes. The measure is logical, correct, but unfortunately also abandoned.
The first changes to come into effect after a two-year break will therefore mainly relate to electric scooters, segways and other unicycles. The SDA will define the means of individual mobility and some of its limitations. For example, owners of such “toys” should not accelerate faster than 25 km/h and drive through pedestrian areas if the mass of the device exceeds 35 kg.
However, something new is coming for drivers of “full-fledged” vehicles. Namely a few very fresh road signs and two modernized ones. In addition, the government is completing an experiment with changes to the traffic rules with the use of blue markings on paid parking: it is now being applied everywhere.
