The amount of fines for drivers who do not pay for toll roads should not be determined by the federal, but by the regional authorities. So decided in the Ministry of Transport of the Russian Federation and developed appropriate amendments to the laws. Portal “AvtoVzglyad” provides details.

The Ministry of Transport proposed to review the existing procedure, which entails fines of 1,500-5,000 rubles for non-payment of travel by “payers”. These amounts are prescribed in federal law – in article 12.21.4 of the Code of Administrative Offenses. Similar fines are applied on routes where tolls are charged, not at gated checkpoints, but using video recording of license plates of freely passing cars – using the free-flow system. It was implemented on the central ring road and the M-12. In the future, it can be used on the Moscow high-speed diameter, the northern understudy of Kutuzovsky Prospekt, as well as on other routes in the Moscow region and other regions of the country.

“An analysis of law enforcement practice reflects the need to create conditions that allow entities to establish liability for failure to comply with the obligation to pay tolls on toll roads of regional, inter-municipal and local importance, parts of such roads,” says the explanatory memorandum to the draft law of the Ministry of Transport. According to Kommersant, the draft changes have already been agreed with all concerned departments and are awaiting the conclusion of the Ministry of Justice.
