We will not be mistaken if we say that almost every Russian driver has ended up in a wild traffic jam of several kilometers, deliberately provoked by the traffic police. When you get to the end, you’ll see several traffic police patrol cars, whose crews are business-like a few lanes of the roadway of a multi-lane highway, blocking them. For what? Just to impressively ‘pull out’ a vending machine from a creeping stream from time to time – for a routine check of documents. And then, after the police place overlaps, the highway magically turns out to be half empty and the cars get a chance to drive fast, calmly and without traffic jams.
We are so used to such “tricks” from the traffic police that we take them for granted. Although, in fact, one of the main tasks of a traffic cop is to take all the measures to eliminate traffic jams, and not to organize them. And these are not just beautiful wishes. This is a direct requirement of the “Regulations” of the traffic police – a document from the Ministry of the Interior, which depicts almost every sneeze of a soldier during his working hours.
In particular, paragraph 49 of the “Regulations” in Russian and white reads: “When detecting traffic problems, pre-jamming, congestion situations, other obstacles to the movement of vehicles, measures are taken to remove obstacles in traffic .. .” . Attention: the traffic police officer is obliged to “eliminate interference”, and not turn himself into such an “interference”! In response, they may object to me in the spirit that the police aren’t just arranging a “traffic jam”, but that there is a place to stop any violators.

But paragraph 66 of the same “Rules” states no less clearly: “It is not permitted to stop vehicles on stretches of road where stopping them is prohibited by the traffic regulations, except for … the need to commit a crime, an administrative offense, to take administrative and regulatory actions, to prevent real threats of damage to the life, health and (or) property of road users. That is, it turns out that it is impossible to occupy several lanes of a highway and “pull” cars on it for routine checks.
That’s right – this creates powerful “traffic jams” from the get-go: cars burn tons of excess gasoline, their drivers and passengers are late for work. And all this solely for the convenience of traffic cops? Then the question arises: who actually exists for whom? A traffic cop for a driver or a driver for a traffic cop?! Apparently the latter is … It is not for nothing that at the end of the same paragraph 66 of the “Regulations” there is a small addition: “… with the exception of … cases of marking the staging point by a patrol car with special light signals on, other means of controlling and organizing traffic.”
That is, the traffic cop turned on the “blinking light” on the patrol car and that’s it – he’s “in the house”: the flashing blue-red light magically officially eliminates traffic obstructions, solves the “congestion” on the road and improves the environment … I can imagine how the employees of the Ministry of the Interior laughed at the drivers when they wrote this regulation. Or maybe they weren’t laughing, but they were dead serious. Sincerely not realizing that the main task of the traffic police (organizing safe and carefree traffic) and “pampering” to create traffic jams at the discretion of employees are in principle incompatible things.
