In connection with the announced mobilization, albeit partial, readers of the AvtoVzglyad portal have huge questions about whether VAI employees can stop the car and what kind of responsibility is offered if this is not done. Well, we answer.
Indeed, on our roads lately there are many cars with black number plates and the inscription “VAI” on the body. Everything is clear – the military inspectorate rolled onto the roadway for a reason. And what do you want: the situation in the country is not the rosiest. Especially after the announcement of the infamous mobilization. Summons are sent to work and residence, and they are also called to the military commissariat by phone. The hour hasn’t even come, and evaders will be “caught” by a “cell phone” signal and bank card transactions. And can they serve a subpoena right on the roadway?
First of all, it should be said that the VAI is designed to ensure safety during the movement of military convoys, as well as to “clean up” situations associated with accidents involving vehicles associated with the Armed Forces of the Russian Federation. The official duties of the military inspectorate also include registration actions, checking the technical condition of “army” vehicles and the organization of their traffic. Employees of the VAI can also be held liable for traffic violations, but only persons related to military service.
As for the drivers of civilian vehicles, the VAI inspectors have the right to only allow those who drive a car “not in the prescribed manner” to stop for document checking. In other words, a car without a license plate or a means of transport that, according to the inspection, is subject to registration violations. In all other cases, the vaishniks cannot slow down a civilian car.
However, to help them are the brave traffic policemen, who can easily stop any suspicious driver, and representatives of the military commissariats will conduct further communication with him. According to unconfirmed reports, such raids have already taken place in several regions of the country, including the capital. Failure to comply with the requirements of the traffic police inspector, who instructed the driver to stop the movement of the vehicle, risks a fine of up to 800 rubles. What is written in Russian in white in Art. 12.25 of the Administrative Code.
A similar sanction applies to persons who drive vehicles with black number plates. But if a pursuit is organized for such pilots, “disobeying the lawful order of a police officer” can lead not only to a fine, but also to arrest for up to 15 days. While serving a sentence in a temporary detention center, it is certainly impossible to “hide” from receiving a subpoena. Otherwise, you can get stuck in places where deprivation of liberty has been deprived for a long time – evasion of military duty carries a prison sentence of up to ten years.
