A draft amendment to the law “On highways and road works” has been submitted to the State Duma. They amount to the introduction of free travel on toll roads for vehicles involved in the ‘organized transport of groups of children’. This concerns excursion routes, transport of minors to holiday camps and the like. The changes are intended to “reduce the financial burden on organizations that transport children for educational and other developmental purposes, the vast majority of which are funded from federal, state and local budgets.” This is stated in the explanatory notes to the document.
Characteristically, the authors of the legislative initiative were such “pillars” of the Duma faction “United Russia” as Andrey Turchak, Andrey Kutepov, Andrey Isaev and a number of others. Such “authoritative” authorship suggests that the amendment will be passed almost automatically by the State Duma. After that, the question of its implementation will arise. On routes where money is collected from drivers at pay points, there should be no problems. And where the freeflow system works, it is more than likely.
So, on the central ring road and on the Moscow-Kazan M12 under construction, car owners are “covered” with the help of automatic cameras that read car license plates. As a result, it will be necessary to enter the GRZ of a specific bus performing a “kids ride” each time in the appropriate database. And then, at the end of the trip, remove this license plate. Note that the algorithm for all these manipulations is currently completely absent – both from a legal and technical point of view.
Recall that now only cars used as public transport (buses), as well as cars used in the activities of emergency services and in postal transport, have the right to travel for free on “payers”.
