On October 21, the head of the Russian government, Mikhail Mishustin, signed Decree No. 1882 – “On the procedure for examining the state of alcoholic intoxication and processing the results, referral for a medical examination for intoxication.” A similar “manual” has been in force in our country since 2016. The “shelf life” of a newly signed document is set from March 2023 to March 2029. There are practically no changes to the new “Inspection procedure” for an ordinary driver.
Firstly, it is now possible to ‘purge’ a motorist in the absence of two witnesses, provided that video recordings are made of what is happening. In fact, that’s how it is now in most cases everywhere – in accordance with the requirements of the Code of Administrative Violations. However, this procedure is now also included in the government decree.
Secondly, it was prescribed that an alcohol test should be performed in the event that the driver had caused an accident with the victims. Again, this became a daily practice, God knows how many years ago. Well, its mention has now also been formally added to the “Inspection procedure”.
In fact, the main novelty of the document signed by Mishustin is the extension of the “two witnesses or video recording” order during the drunkenness investigation, including for drivers of the Ministry of Emergency Situations, the armed forces and the National Guard. That is, we repeat that it in no way relates to the everyday car life of millions of ordinary Russians.
