New traffic rules will make it possible to arrange an accident on powerful electric scooters with almost impunity

In March next year, the changes to the traffic rules regarding personal mobility aids (SIM) will come into effect. They are developed by the Ministry of the Interior and the Ministry of Transport. The explanation of the law enforcement agency regarding their meaning and methods of application is published by the AvtoVzglyad portal.

The Ministry of the Interior and the Ministry of Transport, who have prepared changes to the traffic rules for individual mobility, assure that they will solve the problem of traffic lawlessness of electric scooters. However, it follows from the official explanation of the Ministry of the Interior, published by Kommersant, that the current free and impunity position of IMS on the roads and sidewalks of megacities will not change at all after March 1, 2023.

Thus, drivers of electric scooters with a power of less than 250 kW will be responsible for traffic violations, as now, on an equal footing with pedestrians – according to articles of the Code of Administrative Offenses 12.29 and 12.30. That is, the maximum that threatens them is a symbolic fine of 1,500 rubles. And that’s before applying the 50% off fast pick-up!

Owners of electric scooters with a capacity of more than 250 kW are equated with moped riders, according to the new edition of the SDA – with all the consequences that entail, such as penalties for driving under the influence and driving without a ‘licence’. But! It turns out that these sanctions can be applied only if the electric scooter is equipped as a full-fledged vehicle: “turn signals”, dipped and high beams, side mirrors, brake lights, and so on. If on a powerful and fast scooter, accelerating to 80-90 km / h, such equipment is not installed, then the “pilot” is also considered a “pedestrian” – with the corresponding symbolic penalties in the Code of Administrative Offenses. So the de facto irresponsibility of the owners of powerful and fast electric scooters will continue after March 2023…
