Furthermore, the data is checked by living people: the operator of the photo and video recording cameras performs the initial analysis, then the TsAFAP, a branch of the traffic police, looks at it, which in turn turns the “signs” into violations and imposes fines. That is, before sending a “fat” to the post office – and this, by the way, also happens through the “Web” – the driver’s behavior on the road is assessed by a person, and not a machine “mind”. So what’s going on, why so many crazy decisions?

Recently, the operator of all cameras near Moscow, the MVS Group company, held a round table to which it was possible to ask any questions without embarrassment and “ties”. They were ashamed, but still they asked the most important thing: how long? And they immediately received an answer: in the Moscow region alone, about 30 million fines are handed out annually.

Valentina Khizova, the head of the primary processing crew, explained very simply her unit’s few, but well-known, mistakes. According to her, the operator runs a 12-hour shift with a mandatory break every 50 minutes. He looks at about 1200 “signs of violation” a day – it turns out about 12 seconds for each one. It is necessary to carefully study the evidence, compare the numbers, make and model of the car, send it to CAFAP for further processing, and there the rhythm is no less harsh.

– Of course, “misses” can occur in this mode, the same human factor, without it being nowhere. But if the driver understands that the operator has made a mistake, all he has to do is protest against the fine to the National Office. Press one key. If there is even the slightest chance of an error, the fine will be immediately canceled,” explained Valentina Khizova to the AvtoVzglyad portal.

We have to draw two conclusions: first, fines should be protested, not paid, because “it’s easier that way”. Until drivers start asserting their rights, no one will do it for them. And secondly, with every protest lodged, the system also learns – it gains knowledge. And the more “Web” will do itself, the less work remains for the operators and, as a result, the number of stupid fines will decrease. So everything is in our hands, not someone else’s.
