Insurance companies’ fraudulent schemes to evade sales of OSAGO to “difficult” customers – high-accident-risk drivers with low policy costs – have already become commonplace. It turns out that the structures of the Central Bank of the Russian Federation that control the insurance market have their own “undercover agents”. Or rather, mystery shoppers, with the help of which the department can, if desired, expose any rogue OSAGO insurer. One such “special operation” took place last August, when a Central Bank employee at one of the companies tried to insure a car under OSAGO. The violations recorded by the bank’s employees began when the system, when trying to buy a “car citizen” through the insurance company’s Internet service, required an “undercover client” to download a car diagnostic card . Despite the fact that a diagnostic card is no longer needed when buying a policy.

The OSAGO Mystery Shopper complied with the illegal demand and uploaded a “scan” of the document. After that, the insurance company (or rather, its IT system) informed the Central Bank employee that part of the information he entered did not pass the check in the database of the Russian Union of Motorcycle Insurers (RSA). And then she required the “customer” to also send a photo of both sides of the title of the car to be insured. And this was done, but the IT system said that the documents were still not enough and “scans” of the car owner’s passport and his “rights” should also be submitted. When they were loaded, the “artificial intelligence” again “cursed” – they say that the control in the PCA failed again, the vehicle’s PTS is needed …

Note that insurers en masse send “uncomfortable” car owners to such “circles of hell”. That is, people, it seems, the purchase of an electronic OSAGO is not directly refused, but in fact the policy is not sold. Ordinary car owners are actually deprived by such a “schematosis” of insurance companies of the opportunity to purchase a “car citizen”, as required by law. So far, the Central Bank has been extremely hesitant and slow to respond to what is happening on e-OSAGO. This time, however, the insurer did not get away with the standard “trick” in the case of the “mystery shopper of the Central Bank”. Bank employees documented all this online bullying of the customer and went to court to punish the insurance company. As a result, according to ASN, the latter was fined 32,000 rubles.

Unfortunately, we currently do not know how massively and often the Central Bank carries out (or will carry out) such inspections at insurance companies. Note that if he conducts them regularly and with regard to absolutely all market participants, the order in the field of electronic OSAGO will be restored as soon as possible. And owners of motorcycles, trucks, taxis and novice drivers, as well as other categories of “troublesome customers” of insurance companies, will not have such (often insurmountable) problems buying policies over the Internet.
