Bill 2679/22 (PL 2679/22) proposes to release the FGTS (Long Service Guarantee Fund) for the purchase of new and used vehicles. Spearheaded by Deputy Pedro Lucas Fernandez (União-MA), the project aims to stimulate the automotive market and the economy.

Currently, FGTS are issued only for the purchase of real estate, the treatment of serious illnesses or unfair dismissal. According to the MP, PL seeks to encourage employees to use their assets. “This will lead to a revitalization of the economy and the creation of jobs in this sector,” the MP emphasized in an interview with Agência Câmara de Notícias. The idea of using FGTS to buy a car is to make it easier to purchase cars, as well as to reduce possible financing payments. Bill 2679/22 is currently being reviewed by the Labor, Administration and Public Service Commission following its presentation in the Chamber in October 2022.

The auto industry is looking for a stimulus
During the first Anfavea (National Automobile Manufacturers Association) press conference of the year, President Marcio de Lima Leite stated that industry needs a stimulus to increase sales. According to Leite, the current number of sales is below market potential. Vehicle sales at the end of 2022 were down 0.7% compared to 2021. However, Anfavea’s forecasts for 2023 are optimistic: the number of license plates will grow by 3%, for a total of 2.168 million. The optimistic forecast of the market will come true only if the segment receives the expected incentives for the development of the sector’s economy.
For this, the approval of the bill by MP Pedro Lucas Fernandez is a necessary step that should encourage citizens to change cars or buy a new vehicle. While the PL is being processed in the Chamber of Deputies and should be analyzed within a year.
