It seems that no faint clouds have gathered over the Association of European Companies (AEB), which has long functioned as an inexhaustible repository of statistics on the car

It seems that no faint clouds have gathered over the Association of European Companies (AEB), which has long functioned as an inexhaustible repository of statistics on the car market. The Ministry of Justice of the Russian Federation has received an appeal requiring her to be registered as a foreign agent, and proceedings are in progress. The AvtoVzglyad portal found out who needed it and why.

So an organization that is widely known in narrow circles, including 507 companies from all over the world, and not just from Europe, as you might think from the name, is at risk of being recognized as a foreign agent. The Ministry of Justice is already conducting an audit and it seems that it will have to make a ruling soon.

Automotive incarnation AEB

Well, in fact he recognizes – that means he recognizes. We will have another NGO foreign agent. Personally, for me, this is somehow on the drum. Because AEB has completely lost its former attractiveness in its car incarnation. For a decade and a half, I enjoyed using the sales statistics, even though there were plenty of complaints about the quality of the information. In particular, an entire segment of expensive brands such as Bentley, Maserati, Rolls-Royce, etc. was not represented and the method of data collection itself raised questions.

But now the monthly statements, which do not include brands as important to the market as Chery, Exeed, BMW and Mercedes, and also do not take into account parallel imports, however dead, seem useless for analyzing the situation in the industry. And yet, why did the Association encounter someone’s dissatisfaction? Moreover, the dissatisfaction is so great that it gave rise to a whole request to the Ministry of Justice?

It turns out that it seemed to some mysterious “Public Consumer Initiative” that the AEB is made up of foreign companies that have left Russia, but continue to influence the country’s politics through this corporate organization. And this influence is reflected in the fact that it is against parallel imports.

Fighters of OPI

It is hard to say what this OPI is as there is very little data on it. However, it is known that the structure was registered in 2014 and it could very well have had time to prove itself in the fight against the rise in car prices, which from about that time went beyond reasonable and the consumer’s wallet really touched. .

However, the OPI was not interested in this, it is mainly known for its daring attacks on foreign companies. Oleg Pavlov, the head of the initiative, told Izvestia that his organization has filed lawsuits against international automakers General Motors, Mercedes, Volkswagen and Toyota Motor, alleging that foreign companies that have suspended work in the Russian Federation violate the rights of Russian consumers . Now people have no access to repairs, maintenance and so on.

True, the experts of the Consumer Union of the Russian Federation interviewed by the quto.ru portal considered all these claims meaningless, since the importer is the defendant, while the supply of spare parts lies with the manufacturer. Yes, and evidence of refusal to repair cars in the lawsuit is not given. However, the OPI is not giving up. Now she accuses the AEB of speaking openly against the initiatives that the state needs – in particular against the legalization of parallel imports. However, let’s look at the documents.

Benefits of reading primary sources

A press release from the Association of European Businesses regarding claims against its activities states the following. Firstly, AEB does not receive foreign funds because its members are Russian legal entities. Second: “AEB is not against parallel imports… We understand that in the changed circumstances, certain solutions have become necessary to maintain a stable functioning of the economy. In this regard, the AEB has accordingly revised its previous position, which is reflected in the press release published on May 19, 2022. In particular, AEB has no objection to parallel imports as a measure to promote the presence on the Russian market of goods whose production is not established or suspended/stopped in Russia”.

And yes, there is such a press release. It is freely available and everyone can not be too lazy and get acquainted with it. There are no fundamental objections to parallel imports, but it is feared that as a result of the introduction, those companies that do not succumb to pressure from their governments and limit their work in Russia may suffer.

In general, almost all business associations can be brought under foreign agent status – even the RSPP, as their members include companies affiliated with foreign investors. At least such an opinion was expressed to Izvestia by the vice president of the Russian section of the International Committee for the Protection of Human Rights, Ivan Melnikov.
