Road amnesty: Duma is considering a draft to abolish fines for traffic police

To assist citizens in such a difficult time, deputies of the LDPR party submitted a resolution on the so-called road amnesty to the State Duma. If it eventually gets the green light, motorists will be exempted from paying fines for “non-dangerous” traffic violations.

– Together with colleagues from the Liberal Democratic Party, we propose an amnesty for motorists who have committed harmless administrative offences. We see that the exemption from fines of some offenders could be of significant help to Russian families in the current socio-economic situation,” Yaroslav Nilov, chairman of the State Duma Committee on Labour, Social Policy and Veterans Affairs, wrote in his Telegram channel.

He explained that “non-dangerous” refers to the criminal offenses referred to in Chapter 12 of the Code of Administrative Offenses of the Russian Federation. The only exceptions are Articles 12.8 (“Driving of a vehicle by a driver who is intoxicated, transferring control of a vehicle to a person who is in a state of intoxication”) as well as 12.26 (“Failure by the driver of a vehicle to comply with the requirement to undergo a medical examination for intoxication”).

In other words, the LDPR deputies are proposing to exempt car owners from fines for speeding, driving at a traffic light, breaking the rules for maneuvering, using a cell phone while driving, ignoring seat belts and other “jokes”.

When exactly this will happen is hard to say. “It is proposed that the Duma decree will come into force if it is adopted from the day of its official publication,” the statement read.
