The Committee of the Federation Council on State Construction made a sort of presentation of the legislative and legal “wish list” of regional authorities and manufacturers of automatic recording cameras. That is, in fact, the structures are directly interested in increasing the cash flow of fines for drivers issued using traffic police cameras. For example, the “chamber lobby” proposes to increase the statute of limitations for traffic violations from the current two to twelve months.

Now the fine “burns out” if for some reason it cannot be imposed within a few months. Accordingly, the driver’s money does not end up in the “cash registers” of local authorities, nor in the accounts of business owners and operators of automatic fixation complexes. Local officials are usually very angry about this, since the receipt of a certain amount of “penalties” is very often included in the regional budget in advance.

The increase of the limitation period of fines six times at a time, to one year, is intended to increase revenues for the regions’ treasuries and for the accounts of private companies operating in the “room business”. Of course, nobody talks about this in public. Such initiatives have traditionally been masked by words about the need to ensure the inevitability of penalties for traffic violations.

In addition, something new appeared in the requirements of the “room lobby”. Manufacturers of automatic fixation complexes propose to allow the installation of traffic police cameras not only where accidents have already occurred (as required by the methodology of the Russian Ministry of Transport), but also in places where there is one way or another a high number of accidents is predicted. That is, in advance, “preventative”.

We have no doubt that if such a proposal receives legislative support, there will be no physical places left on Russian roads where accidents are not predicted. We strongly suspect that the regional authorities will quickly ‘predict’ the probability of accidents almost everywhere. To be able to install more traffic cameras with their help and to ‘cut’ fines.
