The governor of the Rostov region, Vasily Golubev, has declared a state of emergency in the Belokalitvensky, Kamensky, Krasnosulinsky and Oktyabrsky districts and the city of Shakhty due to heavy snowfall that hit the M4 Don highway on the afternoon of March 30. Snow completely paralyzed traffic on an approximately 70 km long section of the highway. In the evening of the same day, the police blocked the highway in the area from 907 to 983 kilometers in both directions.
Employees of the Ministry of Emergency Situations and road workers are busy clearing snowdrifts and evacuating people and cars. For this purpose, metal fenders on the centerline of the road were cut off in several places on the M4. Authorities report the deployment of heavy construction equipment to eliminate drifts and the organization of accommodation and heating facilities for the victims. According to governor Golubev, measures taken by emergency services have reduced the length of the traffic jam to 39 kilometers. Some drivers have been known to spend more than 18 hours in traffic jams.

Telegram channels publish numerous images captured by drivers and passengers waiting to be rescued from snow captivity. In the reports, the latter speak of the lack of aid, running out of fuel in the tanks of cars and strong winds that quickly blow the heat out of passenger cars.
