This is more than transparently suggested by a new statement by Deputy Finance Minister Alexei Moiseev, according to the AvtoVzglyad portal.

“The situation is frankly dire. We have discussed this many times and the Ministry of Finance, of course, supports increasing the fine to an economically reasonable level… Of course, this is not 800 rubles. I think it should be at least 5000. If someone pays 800 rubles for each camera, I think the fines cannot be increased,” Mr Moiseev told the Federation Council.

“An economically reasonable fine” is generally a cool term, you can’t say anything about it. Especially with regard to OSAGO, which through the efforts of lobbyists and officials has long since changed from insurance to a company that, in terms of profitability, rivals perhaps only the drug and arms trade.

Judge for yourself: according to the Central Bank, insurers in 2022 collected 273 billion rubles from car owners and reimbursed only 150 billion in damage. They left 123 billion for themselves – 40% of sales. Although by law they are entitled to pocket only 20% of the collected amount to cover the “cost of doing business”. But 40% is an average. Some insurance companies managed to get 60-65% of CMTPL’s revenue last year!

And at the same time, representatives of the insurance lobby do not tire of impudent whining that, they say, many car owners do not buy policies and therefore deserve the most brutally increased fines. In fact, they infringe on the sacred – on the profits of the high insurance agent!

That is, “some” 123 billion a year, which flow into the pockets of some businessmen under the threat of a fine of 800 rubles, are these gentlemen not enough? Give them a penalty increase to 5,000 rubles (more than 6 times!) And also connect traffic police cameras to this case. They say that the uninsured perpetrator of the accident would deprive the victim of compensation. Well, yes. And if the perpetrator is insured under OSAGO, the insurer itself leaves the victim of an accident without compensation. The scheme is worked out: first, by hook or by crook, the estimate of the repair cost of the affected car will be underestimated. “They will not notice”, for example, half the damage, and instead of normal spare parts, the cheapest “China” will be included in the estimate of the restoration.

And then they take into account the percentage of “wear and tear” of the car – if it is not completely new. As a result, the injured car owner will receive, at best, half of the amount actually needed to repair the vehicle.

Oh, don’t you like something, dear car owner? Then go “on three letters” – that is, to court. But first, break through the “bastion” of the financial ombudsman, appointed by the state to protect your rights. In practice, this authority leaves most complaints from car owners against insurers unsatisfied.

Did the insurer pay you too little and did you have to invest a lot of your own money in restoring the car? This is normal, car owner, everything is according to the law! This is what Alexey Moiseev and his comrades think. And then they are openly indignant: And why doesn’t this ungrateful electorate buy OSAGO, because it’s a waste of money?
