This is what happened with the idea of using massively used and refurbished spare parts in Russia for the repair of foreign cars. Recently it became known that Deputy Prime Minister Denis Manturov sent to the heads of the Ministry of Economic Development and the Ministry of Finance Maxim Reshetnikov and Anton Siluanov, as well as to the deputy head of the Ministry of Industry and Trade Vasily Osmakov, an order to address the issue to study the creation in Russia of an entire industry for the restoration of used car parts. Among other things, they should be used for car repairs under OSAGO.
About a month ago, several deputies publicly “threw” this idea to the country’s government. And she clearly took root and “sprouted” there. Apparently, many in power now continue to believe that a shortage of auto parts for car repairs continues to rage in Russia. This statement was true for the spring of last year, when the exodus of car brands and Western suppliers from Russia really created a vacuum in the field of auto repair parts.
Now that everything in the industry has long been adjusted, deliveries to our country come from everywhere and everywhere. Yes, many car parts have increased in price and now go to the car owner longer after ordering. But they are, and – any!
And against this background, the government now dreams of an entire industry that, it would seem, millions of broken foreign-made steering racks, turbines, radiators, engines, air conditioners, generators, gearboxes and everything else that can be resuscitated in a specialized workshop. Repair of these “pieces of iron”, as a rule, comes down to replacing old and worn parts with new ones. Sometimes, such as with the cylinder head or the block itself, a little more processing is required, but that is not essential in this case.
Be that as it may, repairing any worn-out vehicle part requires special spare parts and materials. And they are largely produced abroad. Well, there are no enterprises in Russia capable of producing, for example, a wide variety of impellers for passenger car turbines.
And even a small batch of electronic-hydraulic units (mechatronics) for a robot gearbox is not produced by us. Because creating your own production from scratch from similar and even simpler units is an activity that requires specific and deep skills, as well as a lot of time and money.
In order to organize a full-fledged spare parts repair industry, at least for the most massive car models in the Russian fleet, it will be necessary to almost completely duplicate in our country the entire foreign car industry (with its capabilities and capabilities) . Which isn’t real. Of course you can try. But in the absence of competencies developed over decades, the quality of first-hand parts for car parts restoration will be disgusting. The quality of the repaired units with their use will also turn out to be the same.
That is obvious to anyone more or less connected to the automotive industry. And Deputy Prime Minister Denis Manturov should have enough such people under his command. It is therefore not clear how his letter about the industry of mass restoration of auto parts came to light.
Now in Russia, even without it, there are many workshops that repair almost all parts of foreign cars – using imported parts and “consumables”. This “industry” already exists perfectly and does not require anyone to “create” it again.
