The “point” method proposed by the government to deprive drivers of “rights” meant the introduction of a new article in the Code of Administrative Violations: “Systematic violation of the rules for operating, using a vehicle and driving a vehicle.” Its essence boiled down to the fact that after committing three serious violations of the traffic rules, a driver’s license should be revoked for a year and a half and a fine of 10,000-30,000 rubles should be imposed on him.

In the modern version of the points system, the government planned to charge them for 17 types of offences, including not allowing a pedestrian to pass, exceeding the speed limit by more than 40 km/h, driving on the side of the road , driving through a red intersection, and others. At one time, this amendment to the Code of Administrative Offenses was even adopted at first reading. After that, she fell out of the attention of the State Duma for a long time.
